“Adminster Promotions Fairly” KUPPET Urges TSC. The Teachers Service Commission has been requested to administer promotions fairly across all the existing job groups in TSC.
The sentiments above were uttered by Migori branch Kenya Union of Post Primary Education Teachers Executive Secretary Orwa Jasolo.The vocal executive secretary further alleged that teachers have been subjected to more misery from TSC.
The problems have been geared up by TSC’s skewed and haphazard promotions. In addition, a majority of teachers have stagnated in the same job groups for quite a long time.Jasolo lamented that a good number of teachers in post primary schools, who lie between job group c3 and c5 were not allocated a reasonable share in the previous TSC promotions.
Majority of these teachers are classroom teachers who despite working tirelessly have never tasted promotion from TSC.

Orwa further decried that several classroom teachers in job group c3 have stagnated for as more as 22 years in the same job cadre. To make matters worse, only a few promotion slots are usually advertised for promotion purposes.
The secretary General emphasized that out of a total 110,000 post primary teachers, it’s only 3,000 that tasted promotion. This represents a mere 0.2 percent , which he termed as just a tip of the ice berg.Out of the 3,000 slots, majority of them were teachers in higher grades.
The classroom teachers, who are the majority, ironically had fewer slots. ”The classroom teachers in lower job groups have been forgotten by TSC.
There are no promotional slots for them and have been forced to remain in their job groups for so long. No promotion, no monetary gain, this is now unfair” Orwa lamented.
TSC ASKED TO FIND NEW STRATEGY FOR PROMOTIONS
The vocal secretary general asked TSC to get a clear framework for promotions. He asked TSC to look for a promotional matrix that will incorporate the classroom teachers . This is because they are the ones shouldering the learners and play a significant role in their upbringing.
He asked the government to remunerate teachers as per the 2017 CBA that allows all teachers to rise in their job career across the ranks to fully benefit. He also urged teachers to give clear pathway on how diploma teachers will be promoted.
He asked TSC to give teachers a listening ear to their pleas and consider them fairly without favor as far as promotions are concerned.
