Form One Selection Dates. The Kenya Certificate of Primary Education (KCPE) applicants for 2023 will begin the Form One screening process the Ministry of Education is scheduled to begin next week.
At the 2023 KCPE results announcement at Mitihani House in Nairobi, Education Cabinet Secretary Ezekiel Machogu said that the first placement is set for November 27.
“The placement process will start on Monday 27 November 2023 and will end within two weeks, giving parents and guardians enough time to prepare their children for the first year of the year 2024,” Machogu stated, highlighting the significance of a fast procedure.
In ensuring transparency and fairness, Machogu emphasized the ministry’s commitment to use the well-established Form 1 placement system to achieve 100% transition for 1,406,557 candidates. “The Department has already developed a fair and transparent system for Form 1 placements to ensure national, regional and socio-economic balance is achieved,” he confirmed. Placement criteria include merit, school choice, and affirmative action.
Machogu encouraged parents to take advantage of the 100 percent transition policy and expressed confidence in the government’s readiness to implement the policy effectively.

In 2018, Kenya adopted the Universal Access to Primary Education Policy, which aims to ensure that all children enroll in primary school and complete their secondary education, achieving a 100% transition rate.
After the conclusion of the KCPE exams, Machogu revealed the government’s plan to conduct special exams in January for candidates who missed the 2023 KCPE exams.
He said that about 9,354 candidates were unable to sit for the exam and that they were given the opportunity to take the special exams in January, enabling them to join to form 1.
