Primary Teachers To Teach In JSS With Better Pay. Headteachers have decided to push for grade 7, 8 and 9 to remain permanently in primary schools. The heads, who were more than 8000 said they have what it takes to oversee junior secondary in their existing primary schools.
A proposal has been brought by the presidential taskforce on educational reforms regarding doing away with secondary boarding school. Instead, they should be converted into day schools. This proposal has been given a boost by the Kenya Primary School Headteachers Association (KEPSHA).
They suggest this move would allow parents to be directly involved in education of their kids and help curb the menace of arson in institutions. Additionally, this would lead to an improvement in educational levels in the country.
As the headteachers are pushing for permanent stationing of grade 7, 8 and 9 in primary schools, TSC has indicated it will keep promoting primary school teachers into junior secondary school. The TSC CEO indicated that plans are underway to continue with the process of teacher promotion into junior secondary.
However, TSC indicated that promotions will be based on a number of factors as not all primary school teachers will be promoted to JSS. A mean grade of a C+ in KCSE is among the minimum requirements TSC requires for promotion of these teachers into JSS.

However, this criteria has locked out thousands of teachers who scored below grade C+ but enrolled in diplomas, advanced up to masters degrees. KEPSHA further urged TSC to consider a hardship allowance for delocalized teachers.
The principals further urged TSC to do a review to map schools in slums and other hardship areas. Once that is done, provision of desks to be done for children to be able to go to schools. Kepsha national secretary Phillip Mitei said they would engage the education ministry to increase capitation to schools.
It should be noted that as the primary school teachers get promotion to junior secondary school, even their salaries get improved. This is because a promotion means an increase of a job group leading to a corresponding wage increase.
With time, TSC may be forced to lower the minimum requirements in order to have more primary school teachers handle junior secondary while in grade 7,8 and 9.
